Howard has worked in health care development in both the public and private sectors. He assisted with the creation of The Harvard Community Health Plan, one of the first and most successful HMOs under the sponsorship of a medical school. During the Carter administration, Howard served as the first director of the federal Office of Health Maintenance Organizations (OHMO) and was instrumental in articulating federal policy regarding HMO development and federal efforts to promote it to Congress, business and labor. Howard later served as president of John Hancock Health Plans, the health care management subsidiary of the John Hancock Mutual Life Insurance Company.

Howard joined Towers Perrin in 1988 as a health care consultant. Towers Perrin works with multiple stakeholders in the health care marketplace: government, buyers, payers, providers and suppliers, and Howard has extensive experience providing health care consulting services to many of these stakeholders. During the late 1980s, he helped major national employers transition from traditional indemnity insurance to managed care as an integral part of their employee health benefits programs. From 1991, Howard oversaw the delivery of Towers Perrin’s firm's health industry services.

Howard graduated from the University of Rochester and Duke University. He was trained in health care management at Duke University Medical Center, where he received his Masters degree. Since 1985, he has held a faculty position at the University of Pennsylvania, Wharton School of Business in its Health Systems Management program.

Helen has more than 25 years of executive and clinical experience in the health care industry. She has expertise in acute care administration; health care operations; business process reengineering; health and managed care strategies development; and federal, state and private grant writing and review.

Prior to starting HCSG, Helen was the founder and President of an international healthcare recruitment firm; Vice President for Patient Care Services in two acute care facilities; and clinical consultant for JCAHO. Helen began her career as a nurse specialist overseeing management and administration of pulmonary care at Georgetown University Hospital.

Dave Stohleris a recognized national expert on DFWP programs. Dave has consulted with employers on DFWP program implementation and management for over 15 years.

In addition to his development responsibilities at DFB, Dave serves as Workplace Issues Consultant to the National Alliance for Model State Drug Laws (formerly the President’s Commission on Model State Drug Laws). He helps the Alliance conduct model drug law summits for states that are interested in establishing DFWP programs.

Dave has served as Director of Workplace Testing Programs for MetPath Labs, as well as an Executive Director for both Employee Assistance Programs and Drug Treatment Programs. Dave is an Iowa native. He received a B.A. in Social Work from the College of St. Francis, Joliet, Illinois in 1976.
